Budget development seeks employee feedback

The 2012-13 Grosse Pointe School System budget development process will commence in earnest tonight when the Board of Education will discuss the initial draft of the 2012-13 Budget Development Parameters Resolution.

Here is a memorandum from me as Board Treasurer and below is my initial draft of the Resolution.

Should this Resolution receive full Board approval it will be the first budget process of its kind for the district that will officially seek budget and programming ideas from employee bargaining units.

    Dear Mr. Walsh,
    The GPEA members maintain that spending be corralled this current budget year, in order to ensure that this year’s water mark is maintained at 10%. We are frustrated that our requests for spending constraints thus far have fallen on deaf ears. We are told, “That’s Title money,” or “That’s already in the budget,” or “That comes out of the 15% not covered by the formula.” Entitlement spending continues as if some folks are not aware of its impact on everyone’s future.
    This year’s budget was made with assumptions that are no longer true. We know that a budget is a plan from which the Board can deviate. Our members understand that it is not sufficient to give suggestions for next year, but we must also curtail spending for what remains of this year.
    Please consider enacting a moratorium on spending for the current budget year, in hopes of leaving this year’s end water line as close as possible to the agreed upon mark of 10%. The GPEA asks that you direct the folks at 389 to engage in a spending and hiring freeze until we collaboratively agree upon essential expenditures for the remainder of this year to maintain our programs.
